Transpower is the System Operator of New Zealand’s National Grid. It is responsible for the supply and management of approximately 450 Grid Exit Point (GXP) meters installed at some 152 sites on the National Grid.
In response to technical obsolescence, lack of spares, meter failures, and the need for additional meters for new GXPs, Transpower developed a new standard revenue metering solution. The legacy metering hardware which was installed around 1994 to facilitate the establishment of the wholesale electricity market needed replacement and the ION8800 was chosen for this purpose. |

Project goals
Project goals included providing the information necessary to perform grid capacity planning and stability analysis, monitor power quality compliance, supply agreements, and regulatory requirements, with integration of all metered data with Transpower’s existing data systems.
Evaluation programme
ION8800 meters and Racks and ION Enterprise software were trialed by Transpower and its subsidiary EMS over a 12 month period to evaluate their suitability for the Company’s demanding present-day and future requirements. The high accuracy and a wide range of features of the ION8800 meter, and their position as the world’s most advanced power and energy meter, met Transpower’s high standards.
All of the project’s goals were achieved via the integration of the metered data, ION Enterprise software and existing SCADA systems, through multiple communication channels and protocols.

Project award
Quasar Systems, NZ’s leading supplier and integrator of revenue and power quality meters and metering systems to local power generators and distributors was awarded the contract for the supply of revenue meters and software by Transpower New Zealand following this extensive evaluation programme. The replacement of all meters at GXPs was planned to be implemented over a 4-5 year period.
Benefits to the project
The ION8800 revenue meter is a modern IED (Intelligent Electronic Device) meter that has very comprehensive power quality monitoring capabilities. Installing these meters for revenue requirements means that power quality monitoring is available relatively cost free, and the opportunity created by the revenue metering replacement to provide real time power quality data and access to calibrated high accuracy measurements from the new revenue meters to improve SCADA and modelling accuracy was seen as very important.
Injection testing
Due to the withdrawable nature of the ION8800 revenue meter and Rack design, meters are able to be exchanged by rotation at the time of periodic calibration. Injection testing is therefore performed conveniently off-site, greatly reducing the need for costly on-site visits and testing by the Test House.
Progressive installation
The first ION8800 revenue meters of Transpower revenue Metering Project were commissioned at TP’s Waipara substation in North Canterbury. Since that time, they have been installed and commissioned at sites throughout NZ.
Revenue & PQ in one device
Transpower is obligated to monitor power quality in order to comply with Electricity Governance Rules. Greater numbers of power electronics such as wind turbines on the system along with the greater sensitivity of customers to noise and change meant that better power quality monitoring was needed. Transpower chose the ‘A’ model ION8800 meter which features comprehensive power quality monitoring capability, including compliance with International PQ Standards such as IEC61000-4-30 Class A.
While the primary metering role is that of energy metering, power quality information such as voltage transient detection, waveform capture, flicker, sag/swell, symmetrical components can be retrieved and logged at minimal additional cost. This information can be used to assist in the analysis of and management of the transmission network, providing information that will also benefit lines companies by assisting them when dealing with major customers.
Transpower’s ‘voltage excursion’ notification including power factor, frequency and reactive data, provides information to explain events to customers. Access to this power quality information from all GXPs assists in the efficient analysis and communication of these events. Access to calibrated high accuracy measurements from the new revenue meters as part of the revenue metering project was therefore assured.
